The U series and especially the 8th gen series ones are sensitive to thermal throttling and power limits. Normally I would recommend one of the H series chipsets (8300h) as a more reliable way to emulate on a laptop. Or I would at least recommend getting a non ultrabook since they tend to have worse cooling and power management systems for more money then traditionally larger laptop form factors.

What games are you looking to play? That CPU will give you problems as the STP is well below 1500. The GPU isn't really good either.

That ryzen 3700 is no doubt faster then my old Phenom II, so he could easily play some games.

Passmark is showing it over 1600 now..
Give it a go. My 2500 shows a mid 1500's stp in passmark, but if I put the laptop in performance mode and plug it in.. I get scores over 1800 pretty consistently. Good enough to play quite a few games (and my vega 8 handles kh2 at 3x internal resolution.. I also have it running at 720p window'd mode.. so that probably has a bit to do with it). Good enough to enjoy the games. It's not perfect ideal, but it'll do quite nicely...
I play on my hp envy x360 with a ryzen 5 2500u, 16gb ddr4 ram, 256gb nvme, 480gb ssd (where I'm reading the game from), vega 8 graphics. The laptop suggested will do fine for some games at least.
