Because my processor doesn't support anything above SSE2 and even with that the max shader I can use without the game crashing is pixel shader 1.4 and even then a lot of stuff gets left out even my card is capable of pixel shader 3.0, after fooling around with the configurations I switched to

Everything unchecked and no anti-aliasing

Sound:
SPU2-X 1.1.0
Disabled Audio Expansion

I am using Disgaea 2 to test all of my settings and the only problems I am having now after my changing of configs is a smooth reduced speed of sound and video because before the sound was stuttering bad and somehow made the video stutter as well. I am able to stay around a average of 45 fps which it is still very playable considering I am mainly going to play low graphic games like Disgaea and Makai and other RPGs.

EDIT: I recede my previous statement, I get 40-ish fps when not around alot of NPC's which then it will drop to the 20s

Have you tried with GSDX?

Have you tried with GSDX?

Yes, like I said out of the four GSDX I have, my CPU doesn't support two of them and for some reason with the other two I can't raise the pixel shader high enough to be playable without the whole thing crashing.

try using Zerospu2 with gsdx 1.14 (sse2)

I found to get less stuttering of sound by using SPU2-X 1.1.0 and I don't have gsdx "0.1.14" that has sse2, just sse3 and sse41 which are both incompatible for my CPU

The seven options for graphics that mine came with, and yes it is the latest version, are:

Again thank you for your patience, I downloaded and am using:
GSdx 890 (MSVC 15.00, SSE2) 0.1.14

Fortunately it locked in the fps at a constant 60 but with default settings the 3-d objects that shift sides when you turn the camera while at the hub, they had a distortion to them that I solved by enabling:
Logarithmic Z

The animated cutscene at the games open is still at a god awful 20-ish fps but it is just that that suffers a fps drop and isn't necessary to play the rest of the game.

The only thing left that concerns me is a very slight noticeable shakiness of the screen, it is slight but it is definitely there and may soon become a nuisance. Any thoughts of how to get it stable, again this is Disgaea 2

On a sidenote, also in thanks to this plug-in, it centers the screen properly.
