Stuck in low and high speed

Sooo... whenever i start a game, the game speed shoots  up to 700% and if i shut it down it will get in 50% even without activating the low speed, im currently using the 1.4.0, so i want to know if its a version error (i personally think is not) or i just messed up the config trying to slow it down (probably what happened).

have you accidentally hit Tab or F4? Also, 1.4.0 is no longer supported.
