I'd probably not spend the money on a quad but get a dual core E8XXX chip, those chips push to 4ghz easily. You'll see the largest benefit there.

Try to get an E8400 in E0 step (the newer ones, if necessary ask your vendor).
They're ok priced, overclock to 4Ghz at low voltage and run pcsx2 great.

Sure thing. To OC to where I have, you'll also need a 3rd party PC cooler. Mine was only like $30 bucks and works really nice. I'll see if I can't track down the link to it.
