Maybe you just enable/reset windows aero.. then use the command 'sc stop uxsms' to stop it. Afterwards it should work. Don't know though what happens on system start. You probably could attach a batch to autostart with 'sc stop uxsms' in it to disable aero manually on every reboot but keeping aero enabled in general.

Unfortunately as I said windows aero seems to have the best vsync option. (this is also the reason why you don't need to tick vsync in pcsx2 - aero already vsyncs). I also didn't like aero in the beginning but know I am used to it and I guess it really doesn't need a lot or resources...
