You could build a nice new PC for $300-600 and have it run PCSX2 beautifully!

300$ i dont think that this enough
like if he only bought modern pieces he will need at least 500$ i bought mine with 700$ and it is not too strong to run most demanding games

everything upgrading a one thing will be bottlenecked by the others
refer to CPU/GPU benchmarking in Hardware/software discussion to see everyone performance check prices and decide
buy a decent motherboard to support the cpu and gpu you have chosen
buy a decent ram to support the motherboard and the cpu you have chosen
