You could have said in your first post that you've read but didn't get the compatibility post solution. Oh well, happens! Maybe I'll edit it later, so it won't happen again.

So download a file I attached, put it in PCSX2 emulator cheats folder. It can be in your Documents if you're using old installer 1.4 version. Which I recommend not to use and download latest dev build. After that run PCSX2, click on System > Enable Cheats Check.
That's all. No freezing cutscenes.

You can also set Config > Video (GS) > Plugin settings... > Interlacing to None for this game. It will look crispier.

Also if you're not sure about plugins and settings use the ones I wrote in compatibility post. They are quite basic and should work for many games. Do not use the internal resolution one though, that one is for gaming PC's and can slow your games heavily if you're not on one. Try by yourself if you can upscale it a little or not.

Um, are you really asking me how to configure PCSX2 while having all necessary settings already written by me in a clearest way possible here? I'm not a suitable person to ask such a question, nope, no. I have a really small patience threshold for people who cannot read with understanding and/or do not try to explore things by themselves even a little before asking. Your answer is just a few clicks away in the emulator you're running. Click on various settings, read them, compare what you see with my post. It won't blow up. OK, but deep breath. Your first language isn't English, so maybe that's what makes things difficult to you. Judging by your English skill I would guess you're not a Japanese speaker neither? Correct me if I'm wrong.

I'm far away from being well informed in PCSX2 PC requirements for various settings, but Intel CPU Core i3-8100 3.60 GHz and GeForce GTX 1060 6 GB will probably handle 2x Native (~720p) Internal Resolution scaling if not higher. Depending on a game maybe. Tales of Destiny is fine I guess... Pretty wild guess by me. Just try it and see by yourself...! This in THE setting that'll make your games look better.

Filters in PCSX2 are decorations. They don't make games look better. I would not bother with them at all, unless you want to decorate your game in some fancy way.

Said all this, pictures win over written word. Try to copy settings below for Tales of Destiny.

Internal Resolution: 6x Native (~2160p 4k) (Use scaling resolution accordingly to your monitor/tv display. Native is the same as on PS2, so what's the point of playing on PC? 720p is HD Ready, 1080p is Full HD. Powerful PC needed! Above 4k is kinda pointless.)
Mipmapping (Ins): Automatic (Default)
CRC Hack Level: Automatic (Default)
Enable HW Hacks Unchecked (These settings are for fixing graphical glitches caused by internal resolution upscaling. Some games need them, some don't, some can't be fixed even with them. You need to click on Advanced Settings and Hacks and choose what's needed after enabling it. Don't forget to change these settings for different games or you'll be glitching them needlessly. Use PCSX2 Site Compatibility List and PCSX2 Forum Compatibility List for possible fixes. Bear in mind information there can be outdated. If you can't find a solution in these two places make a NEW thread and ask.)
GSdx HW Hacks: None (This game does not need any. Yay!)
Accurate Date: Fast (& Off)
Accurate Blending: Basic (Recommended)

You can try and use OpenGL, which people on this forum recommend for GeForce graphic cards, BUT few games I played have more graphic glitches with OpenGL than Direct3D 11. 

Did I make it any easier to understand with pictures? Do you how to read settings now?
And please, if you'll respond to this post to not quote it all.

Lastly, I'm a newbie here. I know nothing more than I've read here and there and tested by myself.

I can't save any change on GSdx Settings (step 11)...

Is it bug?

I click in OK but the config back to default... =/

First heard of it.
Where on a hard drive is your emulator?
Maybe it is in read only place? User restricted access?
Inside a rar? It wouldn't run inside a rar, would it?

Would emulog provide any useful information?
Try to copy and paste your emulog contents. From emulog.txt in your emulator folder or from a window beside emulator when it's running if I remember correctly.

"Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

Read post #22. Your "A" with a dot above can be a problem. Move your emulator to a location path without your language specific letters and try again.

Now is working \o/

All the problem because an "Á"... lol

Maybe my problem with the Wii U emulator don't find the games is this "Á" too. ¬¬
