Well I don't see anything in the console indicating that the cheats are enabled

If you do this...start pcsx2=>enable the cheats under System=>restart pcsx2=>check if the option is still enabled

Your log doesn't have any of those,meaning the cheats feature is not enabled

Lol... You won't believe what the problem was...

I loaded my savestate instantly every time during the PS2 logo start up, so it never loaded the pnach. After monitoring the system log in real time, I noticed that it loaded the pnach when the game was actually starting up.

I don't remember what exactly but it was something bad about loading a save state as soon as possible.
Wait for the game to at least show something or load the memory cards and then load a save state,otherwise you WILL encounter problems at some point
