I was able to get full speed at all the levels using PCSX2 up to 1.7.0 on the Haswell-E processors with no speedhacks.
On the i7-870 and i7-4720HQ I was able to get almost full speed with PCSX2 up to 1.5.0 with some speedhacks enabled, however with the 1.7.0 it was not possible to attain full speed with the old processors.
If you are running Zen or Zen+ aka (Ryzen 1000/2000 series) then you might not be able to get full speed in TTT using 1.7.0 afaik. However Zen2 and 3 are fully capable of playing TTT even without speedhacks with 1.7.0.
BTW what kind of Ryzen do you have?

It may be that PCSX2 has made a lot of related optimizations for Intel CPU, as well as higher frequency performance.

My CPU is Ryzen5 3xxx, 4 Cores 8 Threads with 3.7GHz.

I'm even using 21:9 WS patch and my CPU doesn't have any issues. If anything, it was my GPU that was getting hit hard at 5X resolution. No special settings, just MTVU enabled IIRC.

I found an interesting thing about the connection between FPS and Hz. As far as I know, some games are sold in European version, American version, Asian version and Japanese version respectively. Among them, the biggest difference between European version and American version is that the maximum frame number of TT in European version is 50, while the maximum frame number of TT in American version and Japanese version is 60. Theoretically, 50 FPS corresponds to 50 Hz, while 60 FPS corresponds to 60 Hz. That is to say, as long as my CPU can run to 50FPS, I should be able to achieve 100% speed when I use the European version. In fact, if I use my CPU to simulate TT, most of the stages can be more than 50 frames. In this way, I can almost simulate TT at full frame. But strangely, after repeated tests, pcsx2 can The European version of TT is recognized as a maximum frame of 50, that is PAL, but the game still takes 60fps as the maximum rate standard, although pcsx2 shows that 50FPS has reached 100%. I have no doubt, is this the simulator or the game development team?

1-64 bits inthe works. Even if it will be pretty useless in terms of performances
2-vulkan isn't in the works. It won't bring anything open gl already provides
3-cant tell.
4-pretty much impossible
