Timesplitters Future Perfect randomly speeding up then slowing down (NOT FPS)

Huh, that's annoying. So v-sync will disable the speeding up, but how would you/could you disable the slowing down?

It doesn't make a whole lot of sense to me.

You need a powerful enough PC to pull off 60 FPS in all games and Timesplitters is known to be a demanding one. What do the EE and GS percentages at the top bar display when you get the slowdowns?

EE is around 80, GS around 20. Is there anything I can do?
