These other games are native x86 aplications.
Has nothing to do with the complexity of an emulator running recompiled MIPS (PS2) code.
Making active use of more threads is difficult, and with the PS2 layout it gets even harder.
Expect a slowdown if we forced it. (Yes, multiples cores suck sometimes.)
