Not sure why these cheats don't work, because it says 22 cheats loaded, but...
Are your cheats in proper PCSX2 format? Show your cheat file contents here.
Also there is a small possibility that Japanese characters in your folder names interfere.
Download PCSX2 1.5 and extract it to a directory without Japanese characters. In example C:/PS2/PCSX2 or your G:/PS2/PCSX2. Move your BIOS, saves and cheat .pnach files inside that folder too.

When you paste your emulog.txt or .pnach file contents please use code tags instead of "***". [code] in the beginning and [ /code] without a space in the end.

PCSX2が読めるチートのフォーマットを使っていますか?チートファイルの中身をここに貼ってくれませんか?
他にフォルダ名に使われてる日本語の文字が邪魔してる可能性もあります。
PCSX2 1.5をダウンロードして、日本語の文字が使われてないディレクトリに解凍してみてください。例えばC:/PS2/PCSX2かG:/PS2/PCSX2でもいいです。BIOS,セーブと.pnachのチートファイルをそのフォルダの中にコピーさせてください。

Emulog.txtと.pnachファイルを貼る時「***」ではなくてコードタグを使ってください。最初に[code]、最後に[ /code]、「[」と「/」の間のスペースなしでです。

I know for sure that Master Code isn't needed. These codes look fine to me, but I'm not informed enough as to really tell.
Vsub made his own cheat converter, so you may try to convert them yourself maybe... Here Multi Converter.

Also about code tags, I'm sorry I couldn't explain it simple enough. Try to look at my attached picture below.

Where did you find these codes? I've been trying to find codes for Japanese games a while.
