PC Specs:

CPU: Intel Core 2 Duo E7500 - 2.93GHz
GPU: Nvidia GeForce G210 - 512MB

Build Description: PCSX2 1.2.1 Release Pack - Windows

BIOS Used: Europe v01.60(04/10/2001) Console

EE/VU Clamp modes: Normal/Normal
EE/VU Rounding: Chop/Chop

Speedhacks Used:
EE Cyclerate: level 3
VU Cycle stealing: level 3
INTSC spin detection enabled
Wait loop detection enabled
Fast CDVD disabled
mVU Flag Hack enabled
MTVU disabled (I only have a dual core CPU)

Gamefixes Used:
None

Amount of testing done (little/medium/much/completed-game): completed-game

Comments:
This game suffers from a severe lag without the above speedhacks. Could be because my low-end specs. Frame rate is inconsistent, sometimes it can reach 60fps, sometimes it's stuck at 20fps. There are transparent black stripes in-game that covers the screen in most of the levels. (fixed by software mode).

Bugs:
Lots of transparent black stripes in-game covering the screen, and night vision appears blank (see screenshot below to see how it looks like). Software mode fixes those problems, but huge FPS drops (I only get 10-30fps). Needs a good CPU to work well.

Status

This is fixed in the 1.3.1 development builds, at least with OpenGL

OK, downloaded one of the latest 1.3.1 build. Here's the result.

PC Specs:

CPU: Intel Core 2 Duo E7500 - 2.93GHz
GPU: Nvidia GeForce G210 - 512MB

Build Description: PCSX2 1.3.1 20151220132053 Git release
BIOS Used: Europe v01.60(04/10/2001) Console

EE/VU Clamp modes: Normal/Normal
EE/VU Rounding: Chop/Chop

Speedhacks Used:
EE Cyclerate: level -2
VU Cycle stealing: level 3
INTSC spin detection enabled
Wait loop detection enabled
Fast CDVD disabled
mVU Flag Hack enabled
MTVU disabled

Using GSdx OGL plugin, as suggested by refraction.

Gamefixes Used:
None

Amount of testing done (little/medium/much/completed-game): medium (don't know if the previous post's "completed-game" counts)

Comments:
I still encounter the same lag, so that's why I still enabled the speedhacks.  Seems to look better here, but it's still glitched. The lower half of the screen appears to be brighter than the upper half, and night vision effect is blank on the lower half too. Don't know if I need to tweak some of the GS settings.
There's something in the log that says "Failed to find X" and "GL_ARB_texture_barrier is not supported by your driver. You can't emulate correctly the GS blending unit! Sorry!" (see screenshots 1 and 2) Don't know if it's the cause of this graphical glitch.

Game works pretty fine though. I can complete one of the missions without much problems.

Bugs:
Lower half of the screen is glitched, and it's a bit brighter than the upper half of the screen. Night vision is blank on the lower half of the screen (see screenshots below). Software mode fixes the problem as usual.
