Tony Hawks American Wasteland

Ive looked a lot for information regarding this game and best settings to achieve good fps, I have fixed all the graphical errors etc, but I cant get my fps to get above 25 or so. It never hits 30 unless in a menu or loading screen, then i get 60-75. Ive seen people with similar specs achieve a strong 60 consistently so what am I doing wrong. 

SPECS
CPU: AMD Phenom II ~3.2GHz
GPU: ATI Radeon HD 4200 1600 MB
OS: Windows 7 Professional 32 Bit
Ram: 4 Gb 
PCSX Version: 1.2.1
PCSX Preset: 4 (Agressive)
Preset Edits: EE and VU Clamping at Extra +Perserve Sign and Rounding modes both at nearest to fix graphical glitches.

I doubt you'll get full speed with those specs. As far as I know all Tony Hawk games on PS2 have the same issue that once the camera turns towards the centre of a map, the fps drops. With my previous CPU, which was slightly stronger for PCSX2 than yours, and a better GPU, I struggled on the other Tony Hawk games, usually getting between 35-40 fps.
