Tourist Trophy Run only 20fps

Hi, i am facing problem using pcsx2.
I am playing trourist trophy in pcsx2 default setting.
normal in the menu,
but when i race the fps drop 20 fps.
I dont understand why? because several other game i played like persona 4, onimusha run full speed at 60fps.
My Hardware :

-quad core intel xeon x5460 3,2ghz 12mb cache
-nvidia gts 250 1GB 256bit
-Ram 4 GB ddr3

sure.
but tourist trophy is quite demanding, and your GPU is probably the bottleneck here.
what do the ee% & gs% say when it's slow ?

care to post the emulog.txt and screenshots of your pcsx2 settings ?

The GPU *should* handle most games in PCSX2. However if Tourist Trophy is very GPU demanding(IDK if it is) it would become a bottleneck. But down to 20 FPS would be pushing it.

I think something else is amiss. Definitely need emulog and settings.

well, the xeon isn't that fast.
