Really any game I try runs about 20-30 fps without hacks and with all enabled to max it runs about 50 fps if im lucky but with horrible graphics problem and laggy sound as well my whole pc slows down

FFXII and KH I and II are known to work perfectly on default settings so if you're getting horrible graphics problems with these you are doing something wrong...That said, your processor is very weak for PCSX2 and the graphics card is just ok. You shouldn't expect playable speeds in most games on that dated processor sorry.

I see... what would you recommend as an upgrade to work very well with the PCSX2 software

I can reach full speed with some speedhacks on FFX, FFX-2, FFXII and kingdom hearts 1 with my rig.

so I guess it should be possible on yours.
enable all recommended speedhacks and set EE cycle rate to 1

To clarify things : I reach full speed on those quoted games ONLY.
last time I tried Dirge of Cerberus, it was just unplayable. whatever tweak I could use

On your sticky I had seen that my processor was rated in the top few for reasonable speeds
