Troubleshooting can't install pcsx2 on windows 10 computer

I am having trouble installing pcsx2 1.4.0 on my windows 10 computer everytime I open it I get this message "the program can't start because api-ms-win-crt-heap-l1-1-0.dll is missing from your computer try reinstalling the program to fix this problem." I have tried reinstalling the program several times but it did not work

You might also want to install any DirectX versions you are missing and and .net framworks (both the x86 and x64 versions if you are on a 64 bit system otherwise only the x86 ones) also the visual C++ redistributables if ypu don't have them installed. These are the universal things you will generally eventually need for something or other at some point using a windows computer.
