Trying to play "The Lord of the Rings The Third Age" on PCSX2 with cheats not working

I'm using PCSX2 v1.7.0 and got this game's cheats online. They're to make all the characters' EXP points maximum.

Just to be clear:

1) I want you to all know that I know that it's illegal to use BIOS found online or from someone else. It's not a problem because I didn't do that. My .ISO file of this game "The Lord of the Rings The Third Age" is from the disc I physically own, then I used ImgBurn to convert it to an .ISO file. But as stated under I used Codebreaker, this is an app used on PCSX2 but it's not a game and it doesn't have a disc, so I hope it's allowable.
2) I'm using PCSX2 v1.7.0 which from what I understand is the latest edition. I have Cheats enabled by clicking PCSX2 > Game Settings > Enable Cheats
3) This game works perfectly well without the cheats, but if the cheats could work that would be even better!

Anyway, I know this game's CRC file is 0x614F4CF4, and I went into C:\User\Desktop\PCSX2\Cheats and created a text document called "614F4CF4.pnach" without the speech marks.

I want all the characters to have maximum EXP points, so I got those particular cheats from Codebreaker and converted them using the PCSX2 Cheat Converter app, and coded them exactly like this you see in Courier New font :

I suggest you comment out lines with // and try the one by one

Anyway, the cause of your cheats not working is because you haven't unencrypted the codes yet. To use any codes from codetwink.com, you have to unencrypt it first with omniconvert.

With that said, here's your unencrypted code:

BloodRaynare and morgoth32 thanks but none of them worked. I'm deducing I've got to do something else besides put the file 614F4CF4.pnach file in the cheats folder. Like maybe the .iso of this game has to have an exact name, or I have the wrong settings in PCSX2. Anyone know?

renaming the iso won't change anything (if you aren't sure, just try directly with your original disc)
No particluar setting in pcsx2 will make a cheat work or not. If a gme crashes with a cheat, but doesn't without, there not much you can do apart from not using this particular cheat, unfortunately.

Wait I spoke too soon. They do work but I thought they didn't because I thought it was just max ex points for every character until I saw they suddenly had huge HP and killing skills at the beginning of the game

Ok so yeah morgoth32 I used your .pnach file. A lot of them work such as very high HP & AP, orc archers always missing, Perfect mode always being ready, etc. But not every skill being unlocked. Berethor only has Guardian Strike to begin with, I unlocked Orc Bane but still only those 2 can be used. Inside the .pnach file I see:
