Ultimate Spider-Man is very laggy.

As the title says, its very laggy on all hardware backends ( D3D9, D3D11,OGL )
I didn't increase the native resolution, and I use the Safe (Faster) preset settings
here is my specs:
CPU: Intel Pentium B970 @ 2.3GHz
GPU:Intel HD Graphics
RAM:2 GB
OS:Windows x64 7
I get 2-5 FPS in game , but menus are ok ,
Im using 1.4.0

yes, but to make it playable, it has to be 60 Fps
