Unable to get PCSX2 V 0.9.7 to run

I have tried on and off for the past month to get this version working. I have done multiple goggle searches tried everything that i seen. I Keep getting this error or something similar to it about not being able to save the changes.

[wx] can't remove file 'C:\PCSX2 0.9.7\inis\PCSX2.ini' (error 5: access is denied.)
[wx] Failed to update user configuration file.

It's running in administrator mode, comparability mode security is turned all the way down. I got 0.9.6 working great on my computer.

This is my specs:
Acer Aspire M3203 with BFG 500 watt power supply
AMD Athlon II X3 @ 2.7GHZ
XFX Alpha Dog 8800gt 512MB OC With DuOrb Cooler
Ram Five GB
Windows 7 64bit

If anyone could help me that would be awesome.

Have you tried installing it on your desktop? Mine had error's until I changed its install location.

install your pcsx2 outside windows,program files and user's directory

e.g.
c:\pcsx2

I have tried installing it the same way 9.6 installs no dice. I'll try to the desktop next.

right click the pcsx2 icon and "run as administrator"

did i tell you NOT to run in c:\Users c:\windows and c:\program files folder
put it in c:\pcsx2

Yes I have tried installing it to just C:\. I have uninstalled V0.9.6 and have installed V0.9.7 and put the files in the C:\. still doesn't work. I have goggled to try to solve this problem IE Running in Administrator, installing in just the C:\ before joining this forum. Just for some strange reason it doesn't work? I keep getting the error.

try install the Microsoft Visual C++ Redistribute 2008,2010
you must installed both the x86 and x64 editions because you have Win7(x64)
thus you need 4 installer of these:
Visual C++ Redistribute 2008(x86)
Visual C++ Redistribute 2008(x64)
Visual C++ Redistribute 2010(x86)
Visual C++ Redistribute 2010(x64)

Installed both 64bit and 32 bit C++. I'm still getting the same error.

I'll try uninstalling both versions and installing 9.7 the way 9.6 does?
