Unable to run GTA-Liberty City Stories at full speed on modern PC?

I'm unable to run GTA-Liberty City Stories at 60fps on a fairly decent PC for some reason. I'm running the latest developer build labeled "v1.5.0-dev-3310-g24be7785d-windows-x86". I've seen videos on Youtube of much older and slower systems running this game at full speed with no problems whatsoever but there are heavy dips into the range of 30-50 fps most of the time. 

Rivaturner is showing that my GPU usage is shooting up to 30-50% while my CPU usage is shooting up to 20-40%. I've actually never seen my GPU usage that high and I've been playing semi modern PC games such as Bioshock Infinite and Skyrim at max 1080p settings. 

My specs are in my signature and my PCSX2 settings are all set at default. I had aliasing set at 8x and the resolution set at 4x originally. I lowered both of these settings to see if anything would change but I still experience the same slowdowns. The only other option I have checked are the "enable widescreen patches" and the rending aspect ratio set to "16:9". Can anyone please help me understand this?

This is my emulog. Upon further inspection because I left it in windowed mode(I always play in borderless fullscreen) I can see the EE% go up to between 40-60% BUT when the slowdowns occurs it is because my GS% jumps up to the upper 90s in percentage. It looks like the GS% is firmly staying between 80-100%. What could be causing this?

It's caused by the game itself being an abysmal port. The game runs like trash on an actual PS2 as well so this is "normal" behavior.
