For your game it'll be a Core2Duo cpu at 3.2Ghz and a Geforce 8 / 9 series or better.
Basically any new machine for ~ $600 or better will be fine.
Core 2/i7
Baseline (for 50% coverage) - 3.4Ghz
Recommended (for 75% coverage) 3.8-4.4Ghz
Phenom
Baseline (50% coverage) - 3.8Ghz
Recommended (70% coverage) 4.4-4.8Ghz
The other 15% consist of either unbootables, games that have performance problems through complexity reasons and graphical issues.
I've adjusted this down (clock rates that is) for latest svn performance, many games that had fps issues at 3.8ghz on 0.9.7 and the pre 0.9.8 svn have gained a fair amount.
The addition of the mtvu brings some of the playable yet unstable frame rates (Canis Canem Edit for example) up to being played at a fluid turbo rate at the recommended, and brings these games up to smooth full speed at the baseline.
note, that these are at native hardware, games that need software for certain points may require more processing power.
