Valkyrie Profile 2 - best settings?

Hi everyone. I'm trying to run Valkyrie Profile 2 with a toaster computer. 

I get 60 fps during battles and cinematics, but at navigation it falls down to 75%.

I attached my settings. Other than toggling on frame skipping I have no idea on what else I can do. Maybe it's just impossible to run this properly on a Dual Core CPU?

Any ideas will be highly appreciated. Thank you in advance.

enable hw hacks and set skipdraw to 1

Thanks for the help! Unfortunately it didn't do much. This game needs a better processor than just a dual core.

and a decent gpu.
that game hammers the GPU iirc
