The virtual multitap isn't garbage, but a physical multitap won't work on PCSX2. However it should work fine just needs more effort but for 2 players you don't even need multitap functionality, just configure Pad 1 (Player 2) and check if Pad 0 (Player 1) works out of the box by playing a game. Unless you are on Linux which has limited features.

first time using an emulator, i guess ? and probably a beginner using windows too ?
this is not "a mess", it's just logics you don't get for now.

windows does have basically 2 "ways" (APIs) to handle controllers : xinput and directinput
your PS2 controllers aren't xinput compliant natively. so, start by disabling xinput in "general" tab.

2nd step would be to check the bindings in your "pad1" and "pad2" tabs, delete them all, and rebind each key.
if you need help with the 2nd step, please post screenshots of your "pad 1" and "pad 2" tabs
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

Youd be surprised.
Ive rebound them many times but this having to rebind everything is really awful instead of just being able to upload a previously-routed binding to each player from a save file. And what about 3rd and 4th player. ?

are you talking about the "save bindings" button ?

this is different. you need to enable multitap if you want to set up more than 2 players (just like you would do on your real console)
