We Love Katamari Fps Rate Issue

Hello again,last month i asked you guys about a intro freez. Anyway i got the NTSC version which solved the problem but as soon it goes into a level ( not talking about the somewhat intresting menu screen) the frame rate goes down to 20-30 fps and my cpu goes from 5% to 50%.
Anyway my question is: Is this due to my system or is it the emulation?

this are my pc specs:
win xp sp3
pentium 4 3 ghz
2 gb ram
nvidia geforce 7950 gt 512mb

Pentium 4 is the problem unfortunately. You're going to need at least a decent dual core to get the game fully playable.
