Weird Blue Border in all games

Hi everyone!
I am having trouble with pcsx2. All games that I play have like a weird blue border or circle that moves as I move through the level.
I've attached pictures with the issue seen.
Playing at 4k resolution. Issue disappears with software mode.
Is there any way to remove this without switching to software?

My specs are:

Ryzen 7 3700X
XFX RX580 8GB
16GB DDR4 RAM
AMD SSD

Post your emulog and preferably your graphics configs. It's literally in the rules of this forum when seeking assistance.

It's some texture stretching at high resolutions. Play around with half-pixel offset numbers.
