Weird Blur/Ghosting Issue in most games

Hello. In almost every game I play on Pscx2, I get this weird ghost/blur effect when I move camera. I have a I7 8700k with GTX 1080. Another thing is that I get 60 fps all the time but with very slight dips in the fps graph using rivatuner to monitor the frames. It's not a smooth line. It's 60 fps all the time but the graph line shows small dips. It's weird.

Anyone know how to solve these things?
