Hey guys, I fixed it. Turned out the power settings were on "Power Saver" mode. I switched it to "High Performance" and now it works fine.

Doh! I'm not even sure how or when that happened.

It happened most likely with a windows update. Sometimes they tend to reset power settings. After reading through that was going to be my suggestion.
MOBO - GIGABYTE X570 AORUS MASTER
CPU - AMD Ryzen 9 3900XT
RAM - 32 Gigs DDR4
HDD - To many to note. NVEM, SSD and HDD
GPU - Nvidia GTX 1070
OS- Windows 10
