Yes it will be the same, and if you don't believe, you can buy the cpu and see for yourself.
For your problem, you seem using an old version of gsdx, so try using the latest plugin pack and see if there is any improvement. Also, keep an eye on the gpu usage, if it never hits 90-100%, there will be no need to buy a video card, for FFX anyway.
