What settings should I use based on my specs on my computer?

 I mostly play racing games and I have been having speed issues. I have a windows 10 computer Intel Core i7-3770 cpu @ 3.40ghz 16gb ram 64 bit operating system
4 core 8 logical processors
Intel HD Graphics 4000
 I was wondering what settings could give me the best quality gameplay without causing the speed to slow down?

Please post the contents of the emulog.txt file after the problem occurs. The file can be found in "My Documents\PCSX2\logs" for the installer version or in "PCSX2\logs" for the portable/binary version.

I guess software mode is your best option
Or dxbrenderer + native resolution since you don't have a dedicated gpu

I've been using software and at some tracks and some restarts my speed ranges from between 80-95.

you could still set gsdx extra software renderers to 4.
but best would be to get a real GPU
