When i want select something it jumps between all menue points

i know it maybe sounds strange but every time i want to select something from any menu in any game it jumps unconntrolable between all menu points happens in any game and it did not happen before

in case any one has this problem someday comple reinstall with only the memorycard saves left solved the problem tried it right now
