When playing, anything overlayed is transparent

Whenever PCSX2 is playing a game, anything that overlays the game window is mostly transparent.  This includes apps and PCSX2 menus.  I had this issue a while ago and was somehow able to fix it, but it returned when I updated to Windows 11 today and can't figure out how to fix it.  I'm using an RTX 3070 GPU and have tried messing with all the settings I can to no avail in both PCSX2 and NVidia Control panel.  Any help would be greatly appreciated.

finally figured it out. MSI dragon center (of all things) has a graphics setting, MSHybrid or Discrete. MSHybrid caused the issue, switching to Discrete resolved it.
