In response to the title question: None of the latest builds are VS2013. If you want that you will have to compile it yourself. Otherwise you will have to use an older version.

But there're appveyor builds which use vs2013. I'm using one from Feb of this year. But I don't know where to get the latest one as the one I've gotten was a link posted from my previous i7 skylake thread.

I don't know about Appveyor builds but I think they are generated when someone makes a pull request.

He has a skylake chip and that issue with VS2105 and skylake is why.

thought the issue was with microcode that was patched, something to look fowards too if and when i get around to doing my skylake build

Do you have access to it? (otherwise try googling appveyor pcsx2)

We don't really know what is the issue. It could be a bug of MSVC2015. Or at least a bad interaction with Skylake.
