i wonder if it is possble however to have a pcsx2 1.2.1 in a 7zip aka 8zip file format with out having the need to download Visual Studio 2013?

Add a portable.ini file and move it after install.
The reason it's made the way it is so that way it's like every other Windows program. Let's face it when do you access the folder unless you're a dev or someone who is actively making patches for Widescreen, cheats, or testing. At which point you should be using the svn anyway.
