Why do I get low speed in SoC in this condition?

Its normal for the fan to spin to max when you first turn your PC on, then slow down.

But why it's not responding to your settings... are you absolutely sure that both the fan plug and the header its plugged to are 4 pin?

Yes and even if it's not,I can set all fans but still nothing.
The bios shows the fans speed too(for the cpu and the case fan...I can connect one more)

I'll try 50C(even to normally it's running at 40-44C)

It started spinning a little faster(if you say +10 is a little faster)but it's still not good enough.

According to speccy,the upper temp limit is 90C and I'm almost there

Well, it's not like your PC will explode when you hit that limit. It will just throttle itself down.

Still, I'm not sure why you can't control it. Maybe try Speedfan?

Well I didn't find why it's not working but I did find how to keep the cpu always at 3.8\9ghz and by making it stay like that is increasing the temp only by 5C and the psu usage by 3W

So now I have i7 4771 at 3.8\9Ghz not 3.5 and lower because of SpeedStep.
Just beat all of the Tales of the Abyss bosses on which I have a save file(6 saves)at 2x resolution and it looks awesome while the cpu usage is barely reaching 12%.
