Why does MGS2 Sons Of Liberty have bad fps?

I got the iso from *snip* and the fps is 10-30 sometimes even 0.00-9.99. EE is 30%-50% GS is 70%-99% and the UI is about 1%-3%. I have 1.87 gbs of ram that's useable and have 2.00 GHz. Someone please help me.
