Why is PCSX2 running slow? it shouldnt!?

First off here are my specs

ATI Radeon HD 5450
AMD Athlon™ II x4 640 Processor 3.00 GHZ

I have configured everything to the guide and PCSX2 runs everything slow any reasons why?

PCSX2 settings? Plugin settings? Game? How slow is "slow"?
