Why is it doing this?

So i'm not sure what's wrong with my computer?
Not sure if it's the game but I have a decent running computer.
Just curious on how I can fix this and why it is doing this.
This is Crash Twinsanity:

I don't know why the frames are staying and not changing.

This doesn't happen to any other games that I've played.

Sorry if this seems like such a beginner question.
I'm just now getting into all of this emulation stuff and I love it.

Please mention your pc specification , game you are playing with iso or dvd? Your problem with game?

Also tried playing another Crash Bandicoot game (Crash of the Titans) and everyone has a black box around them?
