Wierd Graphical Glitch

I need help figuring out why my game is visually bugging out.

First off, here is my current PC I'm using to type this and use PCSX2 1.4.0:   https://pcpartpicker.com/list/hQp9bv

I have attached an image of what my game(TimeSplitters: Future Perfect) looks like, and what my current graphical configuration is.

I would like to be able to play all of my favorite PS2 games in a better resolution than native, but I can't find a fix.  Running the game with DX9 or DX11 without the skipdraw at 1 gives me green and red lines across my screen, but running it with skipdraw at 1 gives me what you see in the picture.  Using OpenGL gives me a weird color/shader issue, and using the software versions of OpenGL and DX9 or DX10 fix my graphical issue, but they don't come in higher than the native resolution.

Is there anyway I can play my games without graphical issues, and in a higher than native resolution?

give latest git a try ?

edit: This game has a half-bottom issue, which is not resolved even with the latest PCSX2 builds. Though it should be better with the OpenGL Hardware renderer than it is in v1.4.0. You might need to stick to Native resolution though.
