Will PCSX2 run at full speed on my pc if...

two things you need to consider besides aftermarket cpu cooler if you plan on overclocking past 3.5 ghz, get 1600 mhz ram not 1333 or 1066, its much better for high overclock, and you cant just overclock to 4.0ghz on any mobo, you need good overclocking mobo to go that high.
Mobo: EVGA X58 SLI LE
CPU: Intel i7 920 C0 @ 4.2 Ghz 1.36v Cogage Arrow
Ram: 3x2GB OCZ Gold 1690 9-9-8-24 1.65v
GPU: MSI GTX580 Lightning @ 970/2200 1.09v+MSI GTX460 Hawk PhysX
HDD: Corsair Force GT 120, 2x F4 320GB Raid 0,F4 2TB, WD-G 1TB
PSU: Corsair HX850 80 PLUS SILVER Modular
Case: Antec 1200 EVGA Mod

I was recommended this motherboard from Overclock.net. Those guys are very helpful. I think the price is pretty descent for the features

I noticed someone suggested an i3-540 combo for you. Seriously, go for that one. It's unlikely that you'll be able to unlock that Phenom II X2 and go for 4GHz at the same time, anyway. Besides, for PCSX2, a Core i3 at 4GHz would be faster than a Phenom II running at the same speed.

Really?? How is that?

I dont really like the total combo package, because it includes things that I already have or dont want, however I did notice that the motherboard and cpu in that package separately are exactly within my budget.

Intel just happens to have better IPC.

As you may have noticed, the trend is clock for clock, Intel Core i-series beats AMD Phenom II. Another thing, I'm betting it's a darned sight easier to get a Core i3 to 4 GHz than it is a Phenom II X2 555 BE.

Wow isn't 60 fps considered full speed? According to that chart you posted up, the Intel Core i3 @ 4 ghz is able to play FFX-2 FMV's at full speed without any speed hacks???

Thats awesome, I cant wait until I finish my build, i'm def going with the Core i3, Thanks!

Update:

Almost finished with my new pc build, got everything working today it includes: intel core i3 cpu, corsair H50 watercooler (Lapped /w dual fans), G. skill ripjaws 8gb 1600mhz ram, Antec 750 watt psu, nVidia 9800GT gpu, and 5 case fans.

For some reason windows xp really got screwed up during the hard drive transfer so im using linux ubuntu currently. first thing I noticed...On linux, FFX-2 intro plays at full speed without any speed hacks Smile The FMV plays faster but still slow lol on windows xp (currently no sound lol) with a few speed hacks on, the intro for FFX actually plays at full speed as well with no frame skip.

Im impressed so far by the new system, cant wait to finalize everything and ill post results if anyone is interested Smile
