No..his cpu is perfectly fine..

The quality/brand of his motherboard and RAM would greatly help his OC.

I don't know much about 1st gen phenoms but if he has a very good motherboard and very good RAM then I suppose a overclock to 2.9-3.0 GHZ would be possible (Again only an assumption based on my experience with AMD).

My opteron (old chip) can play games perfectly fine.. such as DBZ BT3 at full speed most of the time and tekken tag at playable speeds. Your cpu should do better than mine at the given CPU speed.

I highly recommend the 9800 GTX+ from nVidia. It handles all current PC games very well. It might not run ALL games on max settings, but it will for most of them. I bought mine for about $130, but this was several months back, so it might have dropped. If you're really concerned about price, maybe just go for a normal 9800GT and overclock.
