is your motherboard of that lenovo is dual-bios if so....if you able try to do bios-recovery on that....i presume is the faulty PC hardware and not win10's fault.
perhaps bringing that PC to the lenovo's authorized service center...even warranty has lapsed.

Bios is not a dual bios. I don't think it's a hardware problem because pcsx2 can function  on other version of win10. For  1709, all softwares is working fine beside pcsx2. It's not wise to bring the pc to Lenovo service center. I'll just wait for new win10 update.

1709 introduced some changes to defender that may require you to whitelist pcsx2

The only update I saw in windows update is (Feature update to Windows 10, version 1709), the rest are for win10 build 1511.
What do you mean whitelist pcsx2 ?

In Windows Defender, whitelisting a program will stop it from being scanned by the scanner.

in build 1709.. they added a feature to windows defender to prevent applications from modifying the file system.. I know i had to whitelist (explicitly allow) pcsx2 to get it working right.. first step was turning it off.. i forget what the feature is called. It wont be there in your 15xx build of windows.. so its a moot point now.

I tried Windows 10 Fall Creators Update, same result. so if I want pcsx2, I can't update wiin 10, drivers update is fine.

I'll have to check what Im running.. I am not running the most current build, but I think I have 1.5.0 installed somewhere on my 1709 machine.. I generally stick with 1.4.0 because I have no issues with it.
