My pcsx2 doesn't seem to be working on my windows 8. Is it just because its windows 8 or could it be my directx? The games come up but it doesn't show what's on the screen it just remains black, but I can hear that its working.

It should work fine on windows 8. Give updating your directX a shot, it wouldn't hurt if you've already thought of doing it

It tells me I already have the latest directx. Could it be something else?

ok
that GPU is too old and unsupported. you can use software mode (F9) but since your CPu is really weak too, you won't get playable speeds.
better play on your PS2 until you can afford a decent machine

im running w8 x64 and im fine, like @jesalvein said it's probably your gpu.
