Did you mean to type 0.9.7? Either way your PCSX2 version is outdated it seems. Download the latest dev build from here: https://buildbot.orphis.net/pcsx2/

Upgrading to the new version disabled my cheat codes (I beat the game years ago and play for the story content) so I'm going to stick with the old version unless someone is willing to tell me how the new version handles cheat codes.

It handles them the same, just make sure "Enable Cheats" is checked in the "System" dropdown.

Also, make sure that your file paths are correct.
