As you can see from my signature my computer is plenty powerful and I can run most games at 1080p60 barring the games everyone has issues with. In WipEout Fusion the menus are fine (it doesn't look pretty though) but when I started a race it was really sluggish. I'm running all recommended speed hacks with moderate VU cycle stealing. In the plugin settings I have all hardware options activated with FXAA, FX shading and 4xMSAA.

Looks like you're CPU limited. PCSX2 only uses 2-3 cores and needs a lot of single core speed. Unfortunately that's not the FX series' strong suit. You can try overclocking. Other than that all you can do is turn up the speedhacks more.
I already use MTVU and I don't see how disabling it will help. Without VU stealing and EE cycle rate at 3 the FPS is about 20. I'm using all of the toggle speedhacks.
So you use ee cycle rate hack and vu cycle stealing and mtvu? Well goodbye to a precise fps counter.
For some games mtvu is a slowdown or gamebreaking. If you disable the slider hacks and your ee is close to 100% you should consider over clocking. That's why I asked for the information. But whatever...
