Would a PAL game be easier to run than an NTSC one?

Let's say I have an NTSC game that dips below 55ish, causing slowdown since it should run at 60fps. Would the PAL version, which runs at 50 be easier to run? I'm curious as to how this works.

No. Not even close. Typically PAL games emulate slower than NTSC versions. Additionally they're much buggier in PCSX2. Many PAL versions of games don't boot at all. Others have extra graphical problems and slowdown.
