XB1 Controller Y Axis at .500 at rest?

I downloaded PCSX2 and Ace Combat to play it, however every time I fly in that game, I end up doing loops even when I'm not touching the controller. In the controller settings, I go to test device, and it says at rest it's at .500, but if I push the left stick all the way up, it's at 0.
