That's the stable build not the dev build.
Download the dev build from here
https://buildbot.orphis.net/pcsx2/
Use Direct3D11 since you have an amd gpu.

your *Still* using OpenGL try switching Renderer to Direct3d11 (Hardware) and drop internal resolution to 2x see if that has an impact it wont be as Pretty as 4x but the lower you go closer to see if its just a bottleneck of your PC's CPU (to sum it ip and keep it brief, AMD CPU's have been for a long time a really poor choice for PS2/Wii/GC Emulation in *General* due to much lower IPC compared to intel CPUs, Yes Ryzen and the older FX Series has really great Multi-threaded performance but for PCSX2's case. it means Didly squat and Single threaded performance is what matters.
(i saw the Edit and the banner of the plugin is from 1.4, as lightningterror below me stated you didnt update properly.)

Also you're still using the plugins from 1.4. You didn't update properly.

nice try but no Cigar, redownload and extract the latest dev build to its own folder copy your memcard images and bios files over *ONLY*and reconfigure and try again. do not copy over plugins or configs
