Yep, that's maxing it out. Not surprising that you're getting a false framerate reading then. Start toning them down. Don't expect to get full speed on an older AMD cpu though. Especially when it's not overclocked.

I have those settings set to make it the fasted possible, changing those will only make it slower. There's nothing I can do with the gpu settings to make it faster?
