Rama is right your video card is far worst than your cpu so use software rendering with 2 threads (you have a quad and the emulator only uses two cores so the remaining cores could be devoted to rendering).

If you do that overcloking will help cause your cpu will do all the job.

Disable the Frameskip settings, disable all hacks for now (heck, you best delete the pcsx2.ini ).
Go back to GSdx and set it to DX9 software mode. Select 2 render threads.
Then try how that runs.

Thanks for the suggest. But it looks like my CPU isn't enough to pick up the slack entirely, with that setup it's 10-15 fps slower. So it looks like unless I OC my CPU 2x it's not going to be playable.

Perhaps in the future pcsx2 can figure out a way to use 2 cores for main processing, hardware rendering, and then put the 2 remainder cores to help render too!
